Kaliym Islam criticizes the Kirkpatrick model by saying "Level IV, which is where the impact that the training product has on the business is supposed to be identified, is contingent on an analysis of the data collected in the first three levels, none of which even attempt to capture the voice of business. The provider of feedback for level IV tends to be the training department or the training manager who frequently attempts to derive a correlation between the results of the first three levels of evaluation and business impact."

This is misleading. Kirkpatrick Level IV evaluation requires the collection of additional data beyond that collected for the first three Levels. This data is generally in the form of business unit performance reports. It is necessary to collect data before and after training in order to determine business impact.

Islam then uses harassment training as an example. He claims that "In this example of the Kirkpatrick assumption gone wrong, the return on investment for the business is getting everyone trained quickly." Again, this is misleading the reader. The Kirkpatrick model measures training effectiveness, not ROI. Kirkpatrick Level IV measurement of a harassment course would look at the number of harassment complaints before the training and compare it with the number of harassment complaints after the training.

The Phillips ROI model for training, which incorporates the Kirkpatrick measurements, would convert the difference in harassment complaints to a monetary equivalent - with the help of senior management and accounting - and compare it against the cost of the training.

While I applaud Islam's attempt to apply Six Sigma to training, I became disenchanted with his approach when he began the book by defining Six Sigma through examples of defects (anything that did not meet customer requirements). His list included "a misspelled word, a simulation that has incorrect information or does not work properly, a hyperlink that is broken, or a course taking too long to complete or costing too much". While these examples are important within instructional design, they have nothing to do with aligning training with business objectives or measuring the impact of training on business.

I think this book provides new insight to a topic in a manner that can be used in varied organizational settings. As an administrator at a major University, I especially liked the fact that this book is written in a way that even the non Six Sigma exert can pick it up and apply the principles.
